UL and CCC both involve initial factory inspection and ongoing surveillance audits. The factory must be able to demonstrate production line testing, calibrated equipment and traceability of critical components. For CCC, the factory inspection is coordinated with the certification body and typically adds weeks to a project; combined with testing, plan on 6–8 weeks minimum for a first CCC application.
At the federal level there is no single law mandating UL listing, but most local electrical codes, retailers, insurers and workplace safety regulators require products to be tested and listed by a Nationally Recognized Testing Laboratory such as UL or Intertek (ETL). In practice it is required.
Both are NRTL marks demonstrating compliance with the same underlying safety standards. UL is issued by Underwriters Laboratories and ETL by Intertek. ETL is generally faster and less expensive and is accepted by the same authorities, but some buyers specifically request the UL mark.

A CB test certificate and report issued to the relevant IEC standard can be converted into national approvals in many markets, usually with limited additional testing for national deviations. It is one of the most effective ways to shorten a multi-market project.
