CE is a regulatory conformity mark, not a single certificate, and costs must be broken down directive by directive. The EU legislates separately for different types of risk: EMC covers electromagnetic compatibility, LVD covers low-voltage safety, RED covers radio equipment, and RoHS covers hazardous substances. Each directive corresponds to independent test items, assessment routes, and technical documentation. What a company receives is a Declaration of Conformity (DoC) plus a set of technical documentation, not a "CE certificate."
This is the fundamental reason quotes vary so widely. A product that only needs EMC and a product that needs EMC, LVD, and RED at the same time differ by several times in workload. When requesting a quote, confirm the list of applicable directives first, then discuss price; otherwise the quotes you receive are not comparable.
EMC Directive testing costs range from RMB 3,000 to 8,000. The cost depends on product type and the number of test items.
Ordinary information technology equipment, luminaires, and household appliances typically undergo radiated emission, conducted emission, electrostatic discharge, RF electromagnetic field immunity, electrical fast transient/burst, and surge testing. Products with motors, switching power supplies, or high-frequency clocks also require harmonic current and voltage fluctuation testing, and costs rise as items are added. Products with wireless functions require coexistence and immunity assessment beyond EMC, with costs calculated separately.
LVD safety testing costs range from RMB 4,000 to 10,000. It applies when a product's AC voltage is between 50 and 1,000 V or its DC voltage is between 75 and 1,500 V.
Safety testing centers on temperature rise, dielectric strength, insulation resistance, leakage current, mechanical strength, and abnormal operation. The more complex the structure, the higher the power, and the more aggressive the thermal design, the longer the test cycle and the higher the cost. Products with batteries also require assessment of the charging circuit and battery protection, which raises costs. Products below the LVD voltage range are not subject to this directive and do not need to pay this portion.
RED costs range from RMB 15,000 to 40,000, making it the most expensive of the three directives. Beyond EMC and safety, RED requires RF performance testing, assessment of effective use of the spectrum, and cybersecurity assessment following the entry into force of the EN 18031 series of standards.
The cost consists mainly of four parts: RF testing (power, frequency range, occupied bandwidth, spurious emissions), EMC and safety testing, EN 18031 cybersecurity assessment, and multi-band stacking. The more radio technologies a product supports, the more test items there are. When Wi-Fi 2.4G and 5G dual-band, Bluetooth, and cellular modules are all present, costs approach the upper end of the range.
EN 18031 is a newly added cost item. It requires assessment of mechanisms such as access control, communication security, data storage, and privacy protection, and requires submission of functional descriptions, configuration documents, and security design descriptions. If a product lacks a default password policy or a security update mechanism, remediation will lengthen the cycle.
Technical documentation preparation costs range from RMB 2,000 to 6,000. This part is often overlooked but is a mandatory element of CE compliance.
Technical documentation includes product description, circuit diagrams, structural drawings, critical component list, test reports, risk assessment, instructions, and the DoC. Companies can save this cost by preparing it in-house, but they need to be familiar with the annex requirements of the directives. When preparation is outsourced, costs rise with product complexity, the number of radio technologies, and the need for multilingual instructions. Incomplete documentation is the most common problem in notified body or market surveillance spot checks.
The table below gives cost ranges by product type for quote comparison.
| Product Type | Applicable Directives | Testing Cost Range | Technical Documentation | Total Cost Range |
|---|---|---|---|---|
| Ordinary wired electronics (no power adapter) | EMC | RMB 3,000-8,000 | RMB 2,000-4,000 | RMB 5,000-12,000 |
| Appliances/luminaires with AC power | EMC + LVD | RMB 7,000-18,000 | RMB 3,000-5,000 | RMB 10,000-23,000 |
| Short-range wireless products (Bluetooth/Wi-Fi) | RED + EMC + LVD | RMB 15,000-40,000 | RMB 4,000-6,000 | RMB 19,000-46,000 |
| Multi-standard wireless terminals | RED + EMC + LVD + RoHS | RMB 20,000-45,000 | RMB 5,000-6,000 | RMB 25,000-51,000 |
There are four cost-saving suggestions. First, determine directive applicability first and eliminate non-applicable items to avoid paying for unnecessary testing. Second, use family model coverage for products in the same series, using a primary tested model plus a difference statement to reduce duplicate testing. Third, select critical components that already have compliance evidence to reduce whole-product retesting. Fourth, prepare technical documentation in-house and retain it, outsourcing only when necessary, which saves preparation costs. On timelines, EMC alone takes 1-2 weeks, EMC plus LVD takes 2-3 weeks, and RED including EN 18031 takes 4-8 weeks.
Calculated by stacking directives, total costs range from RMB 5,000 to 12,000 for ordinary wired products, RMB 10,000 to 23,000 for products with power supplies, and RMB 19,000 to 46,000 for wireless products. The list of applicable directives must be determined before quoting.
Yes, provided the product voltage is outside the LVD scope. Products at AC 50-1,000 V or DC 75-1,500 V must undergo LVD, and a missing item will leave the technical documentation incomplete.
Beyond RF testing, RED also stacks EMC, safety, and EN 18031 cybersecurity assessment. Test items for multi-band products multiply, and costs range from RMB 15,000 to 40,000.
Products with wireless connectivity functions need cybersecurity requirements assessed under the RED framework. The assessment covers access control, communication security, and privacy protection mechanisms, and missing relevant design documents will lengthen the cycle.
The DoC is part of the technical documentation, and its preparation is covered within the technical documentation cost range of RMB 2,000 to 6,000. The DoC is issued by the manufacturer or its authorized representative based on completed testing and assessment; it is not a separate certificate fee.
