Where Does the Certification Complexity of Smart Speakers Come From?

The complexity comes from three types of functionality existing at the same time, each governed by a different regulatory system. A smart speaker is simultaneously a 2.4GHz/5GHz wireless device (Wi-Fi, Bluetooth), an active audio device (amplifier, speaker, external power adapter), and a voice interaction terminal connected to the cloud. The wireless part is governed by RF regulations, the audio and power parts by safety and energy-efficiency regulations, and the voice assistant part by data and privacy regulations. The three lines involve different authorities, different test items, and different certificate vehicles, and the absence of any one of them means compliance is incomplete.

What Certifications Are Required for the US Market?

The mandatory item for the US market is the FCC ID; safety compliance is a de facto requirement. Wireless modules (Wi-Fi, Bluetooth, Zigbee) must complete FCC Part 15C certification and obtain an FCC ID, and the certificate can be publicly queried in the FCC's official database. On safety, although it is not mandatory at the federal level, channels such as Amazon and Walmart and insurers generally require UL 62368-1 or ETL certification reports; products without a safety report are in practice difficult to list. For models with an external power adapter, the adapter itself must also be verified against DOE energy-efficiency requirements.

What Certifications Are Required for the EU Market?

The mandatory item in the EU is the CE mark, supported jointly by several directives. The wireless part falls under the RED, which must cover RF, electromagnetic compatibility, and safety provisions; electrical safety falls under the LVD; hazardous substances fall under the RoHS Directive; and if the product contains a battery, the Battery Regulation also applies. Since the EN 18031 series of harmonized standards took effect, the network protection, privacy protection, and fraud-prevention requirements of Article 3.3(d)(e)(f) of the RED have a citable testing path, and connected smart speakers are a typical applicable product. CE is a self-declaration model, but the technical file and test reports must be supported by a qualified laboratory; otherwise, the manufacturer cannot produce evidence during market surveillance spot checks.

What Do Japan, Korea, and China Each Require?

Japan requires PSE plus TELEC, Korea requires KC, and China requires SRRC plus CCC (subject to the catalog). Japan's PSE applies to power-related products: the diamond PSE mark applies to specified electrical appliances, and the round PSE mark applies to non-specified electrical appliances; the wireless part must obtain TELEC (technical conformity) certification and bear the technical conformity mark. Korea's KC certification integrates wireless and electrical safety into a unified mark, and batteries additionally require KC battery certification. In China, wireless transmitting modules must undergo SRRC type approval and obtain a radio transmission equipment type approval certificate; CCC is determined according to the compulsory product certification catalog—power adapters are within the catalog, and whether the complete unit is included must be checked item by item against the catalog.

Data Compliance Requirements Brought by Voice Assistants

Voice assistant data handling is a second layer of compliance independent of hardware certification. If the product is sold in the EU, the collection and transmission of voice data must comply with GDPR requirements on notice, consent, and minimization, and the privacy clauses of EN 18031 are precisely what moves such requirements forward into the RF testing stage. Sales within China must follow the Personal Information Protection Law and the relevant provisions on data export, and the storage location of voice wake words and conversation data and the cross-border transmission path must be clearly stated in the privacy policy. At the US federal level there is no unified privacy law, but products for children are subject to COPPA, and recording processing involving minor users must be handled with particular care. This layer has no certificate to affix, yet it directly determines whether the product can be listed in app stores and whether it can pass platform compliance review.

Frequently Asked Questions

Can a smart speaker be exported to the US with only an FCC ID and no safety compliance?

Legally it can enter the country, but commercially it is basically unworkable. Mainstream e-commerce platforms and insurers require UL 62368-1 or ETL reports, and the lack of safety documents will cause the product to be stopped at the listing review stage.

CE-RED already includes safety testing—is a separate LVD still required?

The safety provisions of the RED and the requirements of the LVD overlap heavily, and in practice they are usually covered together in the same test report. However, the technical file must be able to correspond separately to the provisions of the RED and the LVD; a single general conclusion is not sufficient.

Is EN 18031 mandatory?

EN 18031 is a harmonized standard and is not itself mandatory, but the requirements of Article 3.3(d)(e)(f) of the RED are mandatory. Citing the standard is currently the most direct path to demonstrating conformity; if it is not cited, equivalence must be argued independently.

Can the same smart speaker exported to five markets share test data?

Some items can be reused, but a single report cannot be used universally. Basic RF test data can serve as a reference under most systems, but limits, frequency band divisions, marks, and certificate vehicles differ, so reports must ultimately be issued separately and certificates applied for separately according to each market's requirements.
