There is no single "luminaire certificate" in the EU. CE is a self-declaration framework, and in practice it consists of four directives with their supporting standards.
The Low Voltage Directive (LVD) corresponds to EN 60598-1 and the relevant Part 2 standards (such as EN 60598-2-1 for fixed luminaires and EN 60598-2-2 for recessed luminaires). If the LED driver is a standalone unit, the EN 61347 series also applies.
The Electromagnetic Compatibility (EMC) Directive corresponds to EN 55015 (disturbance), EN 61547 (immunity) and EN 61000-3-2 (harmonics). Products with wireless dimming or wireless control must go through RED in addition to EMC.
The ErP energy efficiency directive corresponds to the ecodesign requirements for light sources and separate control gears under EU 2019/2020, plus the energy labelling rules under EU 2019/2015. Both are mandatory, not optional.
The RoHS Directive corresponds to technical documentation assessment under EN IEC 63000. Homogeneous material limit verification is completed through technical documentation rather than batch-by-batch testing, but supply chain declarations must be complete.
Once the conformity evidence for all four directives is in place, the manufacturer or EU authorized representative signs the DoC (Declaration of Conformity) and affixes the CE mark. The timeline depends on the number of test items and whether rework is needed; for conventional luminaire products, the period from sample submission to report issuance is typically counted in weeks.
The US likewise has no unified "luminaire certification." FCC governs electromagnetic interference, and UL or ETL governs electrical safety; the two belong to different systems.
FCC part: LED luminaires containing a switching driver power supply are unintentional radiators and fall under FCC Part 15 Subpart B, usually via the SDoC procedure. The SDoC timeline is 1-2 weeks. If the product carries a wireless module (Wi-Fi, Bluetooth, Zigbee, Thread), it follows the certification procedure under Part 15 Subpart C and must obtain an FCC ID.
Safety part: UL 1598 is the luminaire safety standard, and UL 8750 is the supplementary standard for LED light sources and driver components. UL and ETL are two parallel NRTL certification paths with the same standards and the same legal effect; the choice depends on buyer requirements and the factory's existing report system.
Energy efficiency part: the US DOE has energy efficiency requirements for certain luminaire categories, and general lighting luminaires have corresponding testing and reporting obligations. Applicability depends on product classification and must be checked against the specific category.
| Market | Safety standard | EMC | Energy efficiency | Wireless (smart models) | Hazardous substances |
|---|---|---|---|---|---|
| EU | EN 60598 series / EN 61347 | EN 55015, EN 61547 | EU 2019/2020 + EU 2019/2015 label | RED + EN 18031 | RoHS |
| US | UL 1598 / UL 8750 (or ETL to the same standard) | FCC Part 15B (SDoC) or 15C (FCC ID) | DOE requirements for applicable categories | FCC ID | State/customer requirements |
| Certificate form | DoC self-declaration | DoC / SDoC | Energy efficiency registration and label | Notified body certificate | Technical documentation |
Luminaires with wireless communication functions are regulated in the EU under the Radio Equipment Directive (RED), and LVD + EMC alone are no longer sufficient.
RED covers all wireless transmitting functions, including 2.4 GHz, Sub-GHz and Bluetooth. Products must be tested for radio frequency parameters against harmonized standards such as EN 300 328 (wideband 2.4 GHz) and EN 301 893 (5 GHz), and a notified body must be involved to complete the conformity assessment.
The EN 18031 series is the cybersecurity harmonized standard that landed after RED delegated regulation 2022/30 took effect, covering three categories of requirements: network protection, personal data protection and fraud prevention. Smart luminaires involve network pairing, App control and cloud accounts, making them typical applicable products. These requirements became mandatory on August 1, 2025; products already on sale before that date must have their evidence completed.
In practice, the EU compliance package for a smart luminaire should be: LVD + EMC + RED (including EN 18031) + ErP + RoHS all established at the same time. If any one is missing, the DoC is incomplete.
Yes, it is mandatory, and the EU and the US administer it differently.
On the EU side, EU 2019/2015 requires light sources and separate control gears to complete energy efficiency class registration before sale, and the label must be displayed with the product on packaging and sales pages. Classes run from A to G, and registration information goes into the EPREL database. Placing a product on the market without registration is a violation.
On the US side, DOE requires testing and compliance reports for applicable categories, and the Federal Trade Commission has separate labelling rules. Whether a product falls under DOE control depends on its classification and cannot be generalized.
A common mistake among Chinese exporters is treating energy efficiency as a question of "whether the customer wants it," when on the EU side it is in fact a precondition for market access.
No. ErP energy efficiency and RoHS are equally mandatory, and the DoC must cover all applicable directives; if any one is missing, the completeness of the CE declaration does not hold.
Two tracks run in parallel: safety goes through NRTL certification to UL 1598 / UL 8750, while the wireless function obtains an FCC ID under FCC Part 15 Subpart C and simultaneously meets the unintentional radiator requirements of Part 15B.
It is the cybersecurity harmonized standard under RED and has been mandatory since August 1, 2025; relevant products still being sold in the EU market need their conformity evidence completed.
Both are based on the same standard and are both NRTL paths with identical legal effect; when a customer specifies UL, simply follow their requirement, as the standard itself does not change with the certification body.
